Who Should Apologize to Whom?

The UN Panel of Inquiry concerning the Flotilla Incident of May 31, 2010 concluded that contrary to Turkey’s position, Israel’s naval blockade was legal.

The UN Panel further agreed that deliberately seeking to breach the blockade with a large number of passengers on board is a dangerous and reckless act. It was as foreseeable to the flotilla organizers as it was to the Turkish Government that there was a likelihood of force being used against the ships to enforce a legal blockade.
